Yes, both RBQSA and IRCA are internationally recognized. The difference lies in the location of these agencies.

RBQSA = USA-based Registrar Accreditation Board (RAB) + Australia-based Quality Society of Australia (QSA)IRCA = London based International Register of Certificated Auditors

Both these agencies have bilateral agreement with each other and accept each other's certificates. According to my research RBQSA is more flexible and provides larges variety of courses while IRCA is thought to have a broader presence worldwide.
