A refugee is someone who leaves one country (perhaps for political, cultural, or religious reasons), and enters another. Most of the time, however, we see refugees in times of warfare.
That being said, anybody can be a refugee. It isn't just limited to third-world countries, but we can mainly see them from third-world countries due to the political upheaval that happens there. If you're curious as to the environments of these third-world countries are, I would recommend looking one up in particular and research current goings-on in that country.
