During fasting, not allowed to drink, eat, smoke, or make sex from dawn (just before show up first line of light, usually about 1 and 1/2 to 2 hours before sunrise) to sunset.

So, first meal is any time before dawn and last meal just at sunset.

During the period of night from sunset to dawn you are allowed to eat, drink, smoke, and make sex.

You get your first meal at sunset, exactly when you hear the call for the 4th prayer (Al-Maghreb prayer) in the place where you live. Then you can eat anytime until the dawn of the next day.

Al-Suhoor is the meal recommended by the prophet Muhammad PBUH in the very late time before the dawn.

Why is this time chosen to celebrate Ramadan?

It is unclear what you mean by "this time". If by "this time" you mean July and August, this is just conveniently where Ramadan falls this year. All of the Islamic holidays move back 11 or 12 days every Gregorian Year since the Islamic Calendar is only 354 days. In fifteen years, Ramadan will be in January. If by "this time" you mean that the month-long fast takes place on the ninth month of the Islamic calendar called Ramadan. This month was chosen since Muslims believe that the first revelations of the Qur'an occurred in the month of Ramadan, making that month more spiritual than all others.

How long do you have to fast?

Why does President Obama lie about Ramadan celebrations in the White House?

He doesn't lie about it. He sponsored an iftar, a dinner to honor American Muslims during Ramadan, the same as President Bush did during his time in office. Both celebrations were reported by the media and there are probably still some photos of these events online. If you are asking about whether he personally celebrated Ramadan, he did not, because he is not a member of the Muslim religion nor has he ever been.

What is the origin of Ramadan?

Ramadan is a Muslim religious observance that takes place during the ninth month of the Islamic calendar, believed to be the month in which the Qur'an began to be revealed. The name "Ramadan" is taken from the name of this month; the word itself derived from an Arabic word for intense heat, scorched ground, and shortness of rations. It is considered the most venerated and blessed month of the Islamic year. Prayers, sawm (fasting), charity, and self-accountability are especially stressed at this time; religious observances associated with Ramadan are kept throughout the month. Laylat al-Qadr (Night of Power), which falls during the last third, commemorates the revelation of the first verses of the Qur'an and is considered the most holy night of the year. Ramadan ends with the holiday Eid ul-Fitr, on which feasts are held. During the month following Ramadan, called Shawwal, Muslims are encouraged to fast for a further six days.
