Take the mean fish and separate it from the other fish. Keep it in a separate bowl or a small plastic box. If the fish is too violent with the others then keep the fish in the bowl/box until it dies. If these are two bettas you should not even be keeping them together anyway!!! That is the reason they are called fightig fish!!!
I would assume that you are putting enough food in for two fish. If not, do so by continuing to add food so that the fish can continue eating for about 15 minutes. (Always remove left over food). I also assume that since you have at least two fish and the species here is Goldfish that they are in a 20 gallon tank (at least) because that is the minimum sized tank for two goldfish. If they are in a smaller tank than that, then one fish may well be starving itself to death.
Separate them by either blocking off one side of the tank so they can get to each other or move them to separate tanks. There's no way you can actually MAKE THEM MAKE THEM stop like a fight between people.
Some fish, especially the cichlids, are territorial, and are trying to chase the other fish out of their territory. Of course, it can't be done, so they get more frustrated and even madder at the 'other' fish.
I finally gave up on this behavior and went strictly to tetras and bottom-feeding fish, except for the bottom-feeding loach, which is also a 'chaser and biter'. Corys are pretty mild little bottom feeders, but they like to be in groups of 3 or more. The Plecostomus catfish is very mild, and seems to ignore other fish most of the time.
