Yes you can just use a better mortar and smaller tiles
You can lay tiles again but make sure you buy proper mortar. You can install any kind of floating floor such as laminate, engineering wood, interlocking vinyl tile. Your main concern should be structural integrity of existing floor, if its not falling you can do pretty much anything
You will not get a good bond - the new tiles will fall off in short order

One might apply ceramic wall tiles by using either of 2 products: tile mastic or thinset mortar. The application process is the same for both products. One could use a V-notched trowel to spread some of the mortar onto the wall, covering an area just big enough to lay in about 8 tiles.

No you don't need a mortar bed. if you have existing cement slab, then all you need to do is make sure to check for uneven spots, cracks and fill them in. You can also use self leveling products like levelQuick. Then your good to tile. You could have cracks later develop in your tile due to slab still settling or soil problems. There's different types of products out there to solve that problem.
