If I understand you correctly, you have remained in the US longer than your visa allowed, and you have won a lottery ticket; you are wondering if you will get in trouble if you collect your winnings. It's safe, collect the money. If the government has any objections, all they will do is ask you to leave the country, and you can still take your money with you when you leave. If you received an Immigration visa in a lottery, consult an immigration lawyer. You may have to leave the country and claim from your home country.
