Cut the bolts off and you will have to purchase a new flange kit from any parts store.
Its a bit of a job because it is held on by the same bolts as the intake manifold, and the easiest way is to remove them both, otherwise the rusted exhaust bolts holding the tubing to the manifold is the worst.

You can try spray lube like PB Blaster, but if its badly rusted a torch to heat it up is usually the only thing that works.
This sounds like you have an exhaust leak in your exhaust manifold, if not, the gases could be getting sucked in through your trunk, if there is a rusted hole in there.

You have exhaust leak where the pipe rusted through and this makes the loud noise. You can go to a parts store and get a exhaust repair kit to fix the hole. This is only a temporary fix and might not be enough to fix the repair. Otherwise, you have to go to a muffler shop so they can replace the rusted section.

you have an ehaust leak some close to the engine conpartment its probly where the headders/exhaust manifold meets the y pipe/cross pipe. depending on how bad of shape the exhaust system is. it may be rusted out or it might be the exhaust gaskets. if its not the exhaust then you have a fuel leak somewhere in the system. if its caurberated cheek to see if there is a bad odor from uder the hood then run through the fuel lines and look for leaking. im goinna go with the exaust though.

Bike runs, brakes ok, tires worn, exhaust rusted, then 1200. Bike barely runs (with choke) needs tires, brakes ok, exhaust rusted, then 1000. Bike not running, needs tires, needs exhaust, brakes not working but gas tank is ok (not rusted, not leaking) then 2-300 if low miles, if high miles (>50k) forget it. Worst case, not running, seat dry rotted, brakes not working, tires cracked, exhaust rusted, only good for parts, 50.00
Removing the exhaust from a 2002 Cavalier is not too hard as long as no bolts are rusted. Start by unbolting the exhaust at the engine. Remove all exhaust clamps. Unbolt the pipe joints and pull the sections from under the car.
