If they want to be near you, as many of mine do, (I have 35 in the house), let them snuggle up to you. Throw a blanket over them, it makes them feel safe. Some just want to be alone in a dark place. Let them hide, and check on them as often as you can. You may be lessening their fear by showing you care.
You need to have the dog focus on something it enjoys whenever it gets scared to keep his/her mind off the wind. When the wind scares your dog, you can use this opportunity to bring the dog to you and play a game like fetch and offer plenty of rewards or treats. It is not too hard to divert a dog's attention. Just make sure it is something your dog really enjoys doing. After a while, your dog will associate the wind with good things instead of fear.
