Plymouth is a city in MA, a state. So, in a sense it is part of the 50 states, but not a state.
The capital of Punjab (India) is Chandigarh. The capital of Punjab (Pakistan) is Lahore. The capital of Haryana (India) is Chandigarh. The city of Chandigarh is a Union Territory of India, and not part of either the state of Punjab or the state of Haryana, although it serves as the capital of both states.
The Philippines is a "state" in that "state" is a synonym for "nation" and "country". It is an "autonomous state". It is not a "state" as in a "state" that is part of the "United States of America". It is, again an autonomous state that is self run and not part of an amalgamation of states.
Nine western states had portions of their state in the Mormon Provisional State of Deseret. Washington and Montana were not. Therefore 41 states were not part of the Provisional State of Deseret.
48 states are part of the contiguous United States. Alaska and Hawaii do not touch any other U.S. state.
