In 1917, Russia suffered a pair of revolutions- one in February, and then a second in late October/early November. After each revolution, a new government came to power and tried to stay in the war, but the chaos of the change in government made it progressively harder to do so.

In early 1918, with a civil war brewing in Russia in addition to the harm inflicted by World War I and the revolutions, the fragile new Communist government realized it was unable to continue fighting the war. With German and Austrian armies easily overrunning parts of western Russia and Ukraine, the Communists were forced to make peace. In March of that year, the Russians agreed to the Treaty of Brest-Litovsk with the Central Powers. The Treaty allowed Russia to quit the war in return for letting Austria and Germany to keep Russian territory that they had just taken.
