The Greeks valued loyalty and intelligence for the same reason all cultures have valued loyalty and intelligence. They are among the most noble traits humanity has to offer.
Fascism had its origin in Italy. Although Nazism later most famously became synonimous with fascism, it was at the time only the Italian party under Mussolini in Italy that officially called itself 'fascist'.
There have been more than one version of fascism in the 20th Century. The most common elements of most fascist governments have been: A. Lack of a free press; B. One party rule; C. An oligarchy of people associated with the normal fascist position of dictator; D. Restrictions on industry and service; E. A strong military; and F. A "secret" police force to ensure that opposition to the fascist regime remains in power. These are the common traits of a fascist regime. There are specific traits related to individual regimes. The above answer does not cover these as it's to versified.
Both fascists and Nazis employed a private, but strictly controlled economy. They were both led by totalitarian dictators that could make up rules whenever they felt like it. For additional clarification, the term fascist covers most governments that are secular and have total control of a nations politics and economy. The first fascist in Europe was Mussolini in Italy. The fascism in Nazi Germany was built on the same principles, however, Nazi only describes the fascist system in Germany.
Italy was the first Fascist state in Europe, with Mussolini seizing power in 1922. Hitler's Germany is the most infamous of the fascist states, but along with Italy these powers did not last beyond WWII. Spain and Portugal also fell to Fascism in the 1930's, with the regimes lasting into the 1970s.Additionally, a puppet Fascist state existed in wartime Croatia and in Vichy France, and sympathetic Fascist leaders/individuals were active in perpetrating the Holocaust across Ukraine and the Baltic states.
Countries with free market capitalism and some socialist wealth redistribution. Examples include the 3rd reich, fascist italy, and most of the modern world.

Fascism was political philosophy popular in the 1920s and 30s. Italy under Benito Mussolini and Spain under Francisco Franco were both fascist nations. There were many other countries with fascist governments and/or leaders, some were elected, some took power, but these two were the most famous. For ease of understanding Nazi Germany under Adolf Hitler is often called a fascist nation, but it really was not, Nazism was its own brand of government.
Tanks were not that crucial in WW2 for Italy but the most common one was the Fiat M14/41 with over 800 built. However it was very useful in the North Afircan campiagn. Italy did have some heavy tanks but only nearly 100 of only 1 heavy tank.
