Persia was determined to have a stable empire with defensible borders - picking on the Aegean Sea as the western border.
Some Greek city-states in mainland Greece were the mother-cities of Greek cities in Asia Minor, within that border, and gave support to uprisings of thos cities.
Persia decided to incorporate the Greek cities within its empire borders to create an ethnic frontier. The Greek cities which were to be incorporated disagreed and banded together to defend themselves.
