Calvin "Silent Cal" Coolidge. There's evidence that he was like this to some extent naturally but that he exaggerated it even further because he liked being thought of that way, adhering to Mark Twain's famous adage "It is better to remain silent and be thought a fool than to speak up and remove all doubt."

In actuality, Coolidge was a skilled public speaker, but had little taste for the kind of endless, pointless small talk that goes on at parties. When asked why he nonetheless attended so many Washington dinner parties, he responded "Got to eat somewhere."

(One... probably apocryphal... story says a woman came up to him at a party and told him she'd just bet that she could get him to say more than two words. He replied, "You lose.")

Ironically, "Silent Cal" was the first US President to appear in a motion picture with sound.
