Substances in a mixture can be present in any amount. In a mixture, substances are only mixed physically and retain their chemical identity.

If the sandstone is below the basalt layer, it is older. Though caution is advised, to make sure it is really a basalt layer and not an intrusion of gabbro. Other indicators that the sandstone is older is evidence of alteration to the sandstone where the two meet (called a "baked contact") and pieces of sandstone being found in the the basalt.

A fossil is the preserved remains of an animal, plant or other organism while sandstone is a type of sedimentary rock. There is a fairly distinct difference between the two, thus sandstone is not a fossil. Sandstone may have fossil inclusions, but we are talking about two different things regarding fossils and sandstone.
