DOT 4, according to the 1999 vw beetle manual I have. If you any other questions, contact your vw dealer or auto parts supply house.

The VW Beetle does not have clutch fluid. There is not any fluid associated with the clutch. The transmission has transmission fluid.

most any brake fluid which is DOT approved should be fine. Be sure to use a new, unopened container.
In a Classic Beetle, it's screwed into the master cylinder. New Beetles will have it in the vicinity of the brake pedal lever.
DOT 3 from an unopened can. If you look on the cap for the master cylinder reservoir you will see the correct fluid listed. If you are having to add fluid then you have a leak or the brake pads are worn. Might want to inspect your system and check to see if you need new pads. Brake fluid should be changed at least every 50,000 miles.
