The front tires need to be off the ground.
You need special equipment to do this correctly. Take it to a dealer for this.
check the coolant in the radiator it may be low.

you need to replace the input and output speed sensors. same thing happened to my 99 breeze. cost about 20 dollars for each sensor.
I have a 1997 Plymouth Breeze, and the fuse panel can be seen when you open the driver's side door, at the end of the dashboard. It is normally covered up by the door when it's closed, so you need to leave the door open to see it. Lift off the panel, (may have to tug a bit).
