Infact, All tortoise types to not need another tortoise for company. You can though. But dont be suprised if they get into a fight :)
I went to Google "desert tortoise" and before I even finished typing the ninth suggestion down was "desert tortoise preserve committee" and clicking on it shows you their site that's all about them 'Working to conserve the endangered desert tortoise by protecting the habitat it needs to survive.' I didn't even have to search for it, it was just there. I'm sorry but you obviously didn't look at all. Also Googling "desert tortoise" links you to sites that tell you everything else you need to know.

Well, it depends on the type of tortoise you have. If you have a sulcata or leopard tortoise they can live in your backyard if you have a lot of room for them to roam. If you have a tropical tortoise like a red-footed tortoises you would need to put him either in a big tropical cage or in a tropical backyard.
A tortoise survives from danger really easily because of it's big, hard shell protects it from anything that wants to attack or eat it.
You certainly don't need the waterfall - Bearded dragons are desert creatures - they don't need high humidity, which is what the waterfall would create !
Because their bodies can't heat themselves and they need heat, so the light provides heat. Plus, I think your geckos would like to see their surroundings better.
