Ideally a modern one with a dual / quad core (Intel Core 2 Duo or AMD Athlon X2) cpu as more complex designs (particularly if designing on a parametric 3D program) and at least 2Gb RAM. Windows XP is currently the best system for CAD as it will run AutoCAD, Solidworks and Pro/Engineer (3 of the most popular drafting programs) as it is currently a fair deal cheaper and has less compatibility problems than Vista.
From past experience I would recommend one with a graphics card that can support a very large monitor as CAD designs can get quite complex and hard to work with on a small screen. Ideally 2 monitors as this allows you to work and see more than one file at once.
