I would probably use spray adhesive. It holds well and does not bleed through like liquid glue would. It grabs on contact so you can not reposition the cloth once it is put down.
I personally would use a mechanical fixing alone (screw) or avoid doing it altogether especially if the material is exposed to the elements (you do not mention). The reason being is the thermal expansion of the two materials will be at different rates and stretching and warping may ensue.
UV rays and heat from the sun may also damage the glue over time.
Well there is two ways, one, you can sew with a needle and thread and sew the felt together (or you can use a sewing machine) or you can simply use fabric glue (you can find fabric glue in any craft store like michaels) and glue the felt together =)

I suggest liquid glue but It depends on what you want if you want to do it fast use a glue stick but if you use a glue stick it will not stick that easily but if you don’t care how long it takes and you want to do a good job use liquid glue but it takes longer and it is very messy
