The actual functioning of the government, however, occurs less according to "legitimate" political processes, such as parliamentary voting procedures, bureaucratic agencies, and law enforcement agencies, and more through the use of backdoor channels and personal relationships. This has kept Afghanistan, while legally a federal system, much more confederal with individual warlords and their families exerting a large amount of control outside of major cities (Kabul, Qandahar, Herat, etc.)

∙ 8y agoAfghanistan is a PRESIDENTIAL REPUBLIC, with an elected President and Parliament. However, the level of corruption in Afghanistan is very high and the effective control of the national government is low. This means that many areas of Afghanistan are more honestly said to be in warlord-control than control from Kabul. Additionally, according to Afghanistan's constitution, Afghanistan is an "Islamic Republic" to recognize the strong cultural weight of Islam and the Shari'a in the country.
