Qin Shihuang defeated six strong rival kingdoms, thus unified the whole country. The six kingdoms eliminated and former Qin itself were all subordinates of Zhou Dynasty which was managed through territory division, appointment of feudal lords and separate management. The collapse of Zhou Dynasty let him feel unsecured and unstable of this management approach.
