He didn't sign any health insurance into law. The misconception is that the Affordable Care Act (or "Obamacare") is a health insurance plan. It's not exactly.

The ACA does lots of things. But the main thing it does is that it requires everyone in the United States to have some form of health insurance- this is the so-called "individual mandate". The law also helps people get insurance by setting up "exchanges" where they can shop for plans that fit their needs and budget. It does other things like expand coverage for poor people under Medicare, and allow young people to stay on their parents' insurance plans longer.

The point of all this, however, is that it's still operating through the old system of private health insurance providers; except for Medicare (which has always been a government program), the Federal government is not running any of the insurance plans.
