Ideally you shouldn't paint it at all - lots of paints contain chemicals that are toxic to birds. You're better off buying a cage that is already painted using the powder-coating technique or getting a stainless steel cage that doesn't need painted. Make sure you get your cage from a reputable bird supply company because a cage with toxic materials or spaces where wings and feet can get caught is very bad for your bird.

There is none. Even the temporary hair paint can be harmful because of their respiratory system. Any aerosol can be deadly.

I would use an oil based paint with UV inhibitors, the UV inhibitors protect the color(s) from the Suns rays, allowing you to retain the brilliance of said colors.
