Ideally you shouldn't paint it at all - lots of paints contain chemicals that are toxic to birds. You're better off buying a cage that is already painted using the powder-coating technique or getting a stainless steel cage that doesn't need painted. Make sure you get your cage from a reputable bird supply company because a cage with toxic materials or spaces where wings and feet can get caught is very bad for your bird.

Here's what the area the cage will be placed in must conform to. The back of the cage must touch a wall. Any nearby windows must have blinds, shudders or curtains. The cage must be away from air vents / heaters etc. There should be no air fresheners in the entire house! (very important) The cage should not be in the basement as these areas are normally cold. The room the cage is in must be frequented be people. (A room like family room or den etc.) If the bird is going to be allowed outside its cage to play you will need a cage with a playtop or a separate playgym. You will also need to birdproof the room your bird will live in. Any book on the type of bird your keeping will tell you how to bird proof a room. Bird sand or some type of bird grit is a must for cockatiels, as they need it to help them digest their food. All you need to do is sprinkle a small handful on the bottom of their cage whenever you change the paper (at least once a week). An alternative is to get some sand and grit, mix it in a feeding bowl, and keep it on the side of the cage, near their normal seed bowl.
