If you are talking about the painting technique called Wash, here it is: A technique where you use a very wet paintbrush but only a very small amount is paint. Basically, very diluted paint. This is painted onto something such as canvas or paper. This ends up with an effect that is very uniform and smooth, making it look like it wasn't painted with a paintbrush. It is also partly transparent.
I would use 'gold leaf' paint, you find it in small jars in craft stores.
Any egg paint would be great for painting pumpkins, and edible, too!

It is never a good idea to paint anything high gloss without sanding first. You don't need to sand clear though the old paint, but the new paint needs something to hold onto. If there is nothing but a smooth, shiny surface, the new paint will probably run if the surface is not horizontal, and then chip and flake very early on. Always run a piece of sandpaper or a sanding block, 150 grit is good, over the surface. Why do something twice?
I would suggest an outdoor, all weather paint, but it is important that you sand and prime the shutters first so that the paint will truly stick.
