Each Ancient Greek city was an independent state (There were exceptions such as the Kingdoms of Lydia and Macedon). Most used kings.

Some replaced their kings with a Tyrant who was elected for life but which was a non heredity position. That worked for a while but before long the Tyrant became an absolute ruler.

Some cities, such as Athens, tried direct democracy for a brief period. In that democracy, only certain citizens, not all, could vote.

Some used a king with an elected council. This pattern prevailed during the Roman Empire with the Roman Governor replacing the king.

So, the question remains concerning ancient Greek government: where and when?
