It might as well be Hollywood smoke. The technology exists, but the government is not real keen on any random individual being able to send and receive information via satellite without some type of regulation or monitoring. Satellite time costs millions and companies are probably doing what they can to make sure it stays that way. Some scientists in the field have access to them and the military. Be willing to bet that a few of the oil companies have them for their field research.

It would be a standard dish aimed at a particular satellite, its the decoding hardware/software that makes the big difference eg. my Foxtel dish receives millions of signals (Foxtel's and others) but without their decoder its all gibberish and the signals that aren't Foxtel are all rubbish as well.
