There are probably many ways to measure that. You could mean the city with the greatest number of people with a 4-year college degree; you could disregard those and only count the master's degrees or doctorates. You could also look for a raw number, or a percent of the city's population. A college town is likely to have a high number of PhD holders, many of them professors. A moderately-sized city with a large university (Ann Arbor, MI comes to mind) is likely to have a high number of PhD's PER CAPITA, but New York (a much larger city) might have a bigger total. In addition to universities, research centers bring in educated people. By the end of World War II, Oak Ridge, TN had a high number of PhD's per capita because most of them did research on the atomic bomb, and the city itself was not big (and still isn't).
