No verse. The word "Melina" occurs nowhere in Joel or the rest of the Hebrew Bible. Any such mention is made by those who have never read the Hebrew Bible in the original. People who take translated verses out of context and apply them to whatever they see fit. (Note that the Hebrew Bible does mention angels and supernatural battles, whether in Joel or not, but the context of fear of God is absent from the writings of these misquoters.)
More specifically, the "planet Melina" is an invention of the tinfoil-hat-wearing types. In a misguided attempt to lend credence to their fertile imaginings, they create an unholy mixture of Bible verses, Sumerian idolatrous mythology, and unproven things such as Atlantis. They then post items such as this:

The Dead Sea is not mentioned in the New Testament.
It is mentioned in the old testament. The book of Exodus chapter 20 verse 12.
I can remember one incident mentioned in the Bible in the gospel of John chapter11 verse 35 it says that Jesus wept. The shortest verse in the bible.

Governor Felix Look in the New Testament book of Acts, chapter 23. It tells of some of what Paul went through. Governor Felix is mentioned in verse 24. In verse 33 he is handed over to Felix.
