I think this totally depends on your system specs, if you have a core i5 PC with 500GB Hard, then you can use Adobe Illustrator CC 2018. If you have much more than this, you can use the latest version also. I have seen many new features in the latest versions and they are awesome but we should go with system specs first. And these latest versions make your workflow much faster!

"Illustrator cs3" is the third edition of the Adobe CS (Creative Suite) programs. Adobe is currently using the Creative Cloud to host its Creative Suite products. Before the cloud Adobe CS6 was the most updated version.
It would be illegal to use or download a copy of Adobe Illustrator without paying for it. Since CS2 is a few years old (the newest version is 4) you should be able to find a reasonably priced version on a site like Amazon.

Use Adobe Illustrator to create your graphics, then use Adobe InDesign for the layout of the flier and the typographic design. You can place your graphics from Adobe Illustrator directly into Adobe InDesign. If you are using photographs instead of creating illustrations, use Adobe Photoshop to edit your photos. However, do not attempt to do the layout and typography in Adobe Photoshop - use Adobe InDesign for that.You could also do everything, including the layout and typography, in Adobe Illustrator. But a single-page flyer? Like a handbill or something? I think I'd just work up the photos in Photoshop, then do the layout directly in Illustrator. Flyers are pretty much pure display type, and you can really doctor up type in Illustrator.
