More than likely a defective voltage regulator.
The voltage regulator is behind the chrome cover that is below the battery. You may have to remove the battery to slip the cover off as it has to be slid up past the battery. There is one 5mm Allen bolt holding the cover on.
No a Yamaha Blaster doesn't have a battery.
Take a voltmeter and hook it up to the battery posts and read what the voltage is. It should be 12 volts or more. Now start the motorcycle and check the voltage, if it goes up, it's charging. If not, check the battery to make sure it is not dry.
