Churchill was First Lord of the Admiralty during part of World War One. This was a cabinet level position, the same as the Secretary of the Navy in the US, the civilian head of the British Royal Navy. The Gallipoli campaign was largely Churchill's idea, and when it ended in disaster, he resigned, and then went to France and commanded an infantry battalion in the trenches.
