The compromise was a way for the small states and the big states to ensure equal representation in the USA Congress. The re were two major plans: the Virginia plan wanted representative by population, this is how the House of Representives assigns the # of reps for each state; the New Jersey plan, favoured by the small states, provided for equal representation for each state. Thus in the Senate each state has 2 senators no matter the population of the state. The compromise was blending these two plans and creating the bicameral (two house) Congress that we know today. Currently there are 435 representatives w/ 6 non voting members. These Representives are determined by the population of the state with higher population states such as NY, California & Tx having more reps than smaller population states such as Montana or Wyoming who have less people. Seats are shuffled around after the census so that the representation remains linked to population changes.
