Prior to modern Italy, there were city states on the Italian peninsula that operated like independent countries and even got into wars with each other sometimes. These included Venice, Milan, Florence, Genoa, Pisa, Siena, Lucca and Cremona. Prior to that, it was the Western Roman Empire. Before the Roman Empire, prior to 7th Century BC, the Etruscans lived on the Italian peninsula and Northern Italy was known as Etruria. The Latins lived south of the Etruscans in what the later Romans called "Old Latium."
