James Madison, along with most of the other founders, thought that since all the states had their own bills of rights, there was no need of a general one. Well, a while after signing the U. S. Constitution, he got a letter from Thomas Jefferson saying that the U. S. of A. DID need a general Bill of Rights. So that's why James changed his mind and wrote the Bill of Rights.
