The Berlin Wall was constructed during the eighth month of JFK's first year as president. It was constructed by the communist government of the German Democratic Republic, with the Soviet Union's encouragement, to put an end to the exodus of its own citizens to the western, allied sectors of Berlin, and from there to the free, democratic west. JFK purposely did nothing to prevent its construction because he believed at the time that it was the only way to stabilize the situation and prevent a possible war with the Soviet Union and the eastern bloc communist powers.
Some at the time and over the years have sharply criticized Kennedy for not physically preventing the wall's erection, believing that the Soviet Union was only bluffing by threatening a military response. Some of these critics believe the decision by the Soviets to attempt to equip communist Cuba with intercontinental ballistic missles in 1962 stemmed from their perception of Kennedy as a weak leader.

Ronald Regan was President. And he was much more than just the President at the time. His very clear understand of Communism started when he was still an actor. By the time he came into office, his had figured out how to hasten a weakening Communist structure and bring down the Soviet Union. And that is what he did, although liberals don't like giving him any credit for his role in the fall of the Berlin Wall.
