Orwell's idea of a perfect world or utopia was "Democratic Socialism". He believed in a world were all men should be equal and wealth and luxuries should be should be evenly distributed. People would live in a society where they would look on their fellow neighbors as brothers and sisters. Orwell felt there should be no laws or a brutal work force. The world itself would be an earthly paradise where everyone worked a short work day, always had enough to eat, and every one would own a house with indoor Plumbing. He also felt all people should have a car and a airplane. Orwell also believed that their would be no need for the privileged minorities and he or she would had no function in society. The under privileged would then take it upon themselves

to educate themselves and would thrive. There would also be very few government rulers who stayed in power though out ones life. These people governed, monitored the masses and kept everyone in check. Therefore, all people in the world would be equal and prosperous.

Answer

It could be strongly suggested that Orwell was a Marxist. So he probably had a socialist view towards governing the country. He was both critical off Communism and Fascism in his Literature. Read Animal Farm and 1984. They are both strongly political novels reflecting Orwell's views.
