Ironically, Senator Barry Goldwater was unfairly criticized as a "war monger" in the 1964 presidential election. His defeat by Lyndon Johnson was huge. Yet it was President Johnson who carried on the dreadful Vietnam War. In 1971 Goldwater stated that the Congress was up to its ears on the war. He listed 24 statutes facilitating the fighting in Vietnam. Goldwater went on to say that no one in the Congress could claim innocence about what all the votes funding the war was about. Throughout all the previous years Congress had the power to limit or end the war. In fact, the Tonkin Gulf resolution itself had embodied in Section 3, the power to retract the resolution and of course the war could have been "supplied" as a gradual withdrawal took place under a bi-lateral agreement with the North.
