I believe there was. George Washington would have had to set up and run a presidential campaign of why he should be elected as President of the United States of America. Every president our nation has ever had has had to do this in order to run for president, then set up further campaigns and presentations to influence people to vote for them so that they may qualify for the presidency and eventually be elected President.
