He wanted to develop agriculture as well as industry, these had to be carried out simultaneously as the industrial workers required food and the agricultural workers requires good machinery.

Also, their was much less farmers because they had to work in the communes, and with a drought on top it led to a famine in china that killed 40-55 million people
