During the US Civil War, the concept of "total war" was never used. What became usual was the strategy of war by attrition. Generals Grant and Sherman, for example believed that defeating the South on the battlefield became a serious problem. Victories on each side always seemed to allow the losing army to retreat and regain strength to fight again. The Union's solution was to deny Southern armies the supplies they needed to wage war. The Union resorted to destroying farmlands that could produce the food needed by Confederate forces.The concept of "total war" is best illustrated in WW 2. There bombing of civilian targets became the way to dissolve the enemies will to carry on the war.
The Battle of Britain for example involved German bombing of London, a non- military target. When the Allies bombed the German city of Dresden, it created a firestorm that killed 100,000 civilians.
The atomic bombing of Hiroshima is another example of total war.
The US Civil War never killed civilians on purpose.
