In the United States, the freedom of the slaves, brought about officially by the 13th amendment to the US Constitution, and other amendments, the US gained almost four million new "citizens". The South. The only slaves in the Union were in the four Border States of the Upper South (Kentucky, Missouri, Maryland, Delaware), where there was less pro-slavery sentiment than in the Deep South. But of course it was the North that received a constant influx of liberated slaves, who were eventually absorbed into the Union armies.

It provided issues of provisions, clothing and fuel to refugees, freedmen, and their wives and children; it assisted in reuniting black families; it supervised labor agreements between blacks and their former masters; it monitored state and local officials' treatment of the former slaves; it established informal tribunals to settle disputes between whites and blacks and among African Americans themselves; it instituted clinics and hospitals for the former slaves; and it aided efforts to provide freed people education in the Civil War's immediate aftermath. It was dismantled in 1872.

The northern state's population was over 23 million. The southern state's population was just over nine mllion.Also, of those nine million, nearly four million were slaves.
