Hadrian's Wall was used by Roman garrisons to regulate travellers from the North and South of Britain and to charge taxes for passing through the various gates. Other accounts may state that it was to keep out the wild Northern people, but it is much more likely to have been used by the Romans as a revenue-raiser, as well as a population measure and as protection for their fortifications. Taxpaying travellers going either way would most likely have been welcome as long as they paid their dues.
