Very few people were trying to escape West Berlin; West Berlin was part of democratic West Germany. Conversely, many East Germans were trying to flee to West Berlin in order to find freedom. There were some West Germans who wanted to defect to East Germany for spying purposes or because they had received lucrative offers from the East German government and, oftentimes, they simply walked up to the border and were taken in by East Germany; East Germany was not opposed to new people coming in, but about people leaving.

West Berlin became prosperous while East Berlin struggled with communist pigheadedness and incompetence. Nobody tried to escape from West Berlin to East Berlin.

East Berliners and West Berliners now peacefully co-exist. When the Communist Party was attempting to drive the Allies out of Berlin, they used various tactics such as intimidation and staged rallies to try to control the city. When that failed, they simply walled off that part of the city under occupation by the Soviets, and set up their own city government. A number of people were killed trying to escape to West Berlin from East Berlin.
