The Federal Government was bankrupt. Uprisings such as Shay's Rebellion in Mass. threatened Law and Order. Cooperation among the states was replaced with bickering and competition. Smaller states were worried that larger states would swallow them up. War was even threatened one state against another.
The Articles of Confederation had no answers for these problems. Under the Articles the Congress had no power or leverage to compel the states to finance the federal government or pay the federal debt. The President of Congress had no definite powers and the country had no overall legal system.

No. One of the weaknesses of the Articles of Confederation was that it made no provision for a federal court system. Article III of the US Constitution, which replaced the Articles of Confederation, required that Congress establish the Supreme Court. In other words, the Constitution said the government had to have a supreme court, but didn't directly create one. It left that task to Congress.
