Woodrow Wilson did not change the name. He proclaimed Armistice Day to be November 11 in 1919 to commerate the Armistice Agreement of 1918, which ended World War I. It continued to be known as Armistice Day until 1954, when Eisenhower formally changed it to "Veterans Day" to honor all military members who had served in the subsequent conflicts (WWII and Korea).
An armistice is not actually the ending of a war but a way to stop fighting to see if something can be worked out. Most groups fighting a war want to win it. Perhaps they see that an armistice is not a true win. WW2 ended with an armistice and no one side actually won or lost.
