By a special Proclamation, Lincoln declared the existence of an insurgency, and asked the State Governors 75,000 volunteers to repress it.
One of the first responses was to send warships to the Charleston Harbor. He also asked for 75,000 volunteers for a term of three months to the Army. Almost everyone thought the "rebellion" would be short lived. Lincoln also put into motion part of the socalled Anaconda Plan and ordered the US Navy to blockade all Southern ports.

The southern leader found out about the supplies being sent so he too made a decision. he chose to attack Sumter before the supplies arrived. by doing so he started the Civil War.
