Italy had been under the control of the fascist regime of Benito Mussolini shortly after the end of WW 1. Later on, when Hitler began his fascist regime in Germany, an alliance between the two dictatorships was established. With a strong ally in Germany, Italy set out to control the Mediterranean Sea. In a sense to re-establish a new Roman empire of sorts. Hitler was impressed with Italy's navy, especially their submarine fleet. German and Italian troops landed in North Africa with the objective of driving the English out of Egypt. Earlier, Mussolini had thumbed his nose at the League of Nations and began an assault on Ethiopia. The League did not help stop this. There came a point in time, however, that Hitler realized that Italy was a weak ally. He had no choice however, to do all that was needed to keep Italy in the war.
Fascism had its origin in Italy. Although Nazism later most famously became synonimous with fascism, it was at the time only the Italian party under Mussolini in Italy that officially called itself 'fascist'.

Fascism was political philosophy popular in the 1920s and 30s. Italy under Benito Mussolini and Spain under Francisco Franco were both fascist nations. There were many other countries with fascist governments and/or leaders, some were elected, some took power, but these two were the most famous. For ease of understanding Nazi Germany under Adolf Hitler is often called a fascist nation, but it really was not, Nazism was its own brand of government.
