The Northwest Ordinance of 1787 said that territories could become a state once they had reached a population of 60,000 people. The first state created from this ordinance was Ohio, in 1803.

Northwest Ordinance 1787
The Northwest Ordinance of 1787, set up the rules of states and territories. In order to become a state, they needed at least 60,000 people living in the state, a state constitution that has to be passed by congress, and a representative for the state. In order to become a territory, they needed 10,000 people living in the territory, along with boundaries, and they can send someone to congress,however they cannot vote until they become a state. The Northwest Ordinance of 1787 also denies slavery and gives the people the ability to create 5-9 states, in the Ohio Valley area.
