The senate was an unelected advisory body for the consuls. It debated matters of policy and issued advice. The consuls usually followed the advice. It could issue decrees in certain circumstances. It was not a legislative body. Bills were voted on by the popular assemblies. With imperial expansion it became the most powerful entity in Roman politics as it was a body capable of coordinating the mobilisation of several legions on several fronts and to organise the establishment of Roman colonies (settlements) in areas Rome gained control of . It was composed mainly of patricians (the aristocrats) and represented the interests of the aristocracy.
