It was effectively a declaration of war by one country, the Confederate States of America, on Another Country, the rest of the now-disunited States.

However, the Confederacy could pretend it didn't want a war, and would be content if the Union would abandon Fort Sumter, which was within (self-declared) Confederate territory.

The Union could not declare war, because that would mean recognising the Confederacy.

At any rate, Fort Sumter is taken as the first combat of the Civil War.
